This TLILIC0040 – Licence to Operate a Non-Slewing Mobile Crane (greater than 3 tonnes capacity) course provides participants with the knowledge and practical skills required to safely operate a non-slewing mobile crane in accordance with WHS legislation and industry standards.
A Non-Slewing Mobile Crane (CN) High Risk Work Licence authorises the holder to operate a non-slewing mobile crane with a rated capacity greater than 3 tonnes, commonly used within mining, construction, civil and infrastructure environments.
If you are required to operate a non-slewing mobile crane greater than 3 tonnes capacity, you must hold a current
High Risk Work Licence – CN.

There are no formal training pre-requisites for this course.
However, holding a current High Risk Work Licence – Dogging (DG) is considered highly advantageous, as it provides foundational knowledge in load control, slinging techniques and communication methods commonly applied during crane operations.
Momentum High Risk Training will provide all required training materials and stationery.
Where a participant is identified as an inexperienced worker, additional supervised practice may be required prior to assessment to ensure competency is achieved.
In such cases, the Trainer/Assessor may recommend further workplace-based training under the supervision of a competent person, with structured training activities recorded where required. Once the required knowledge and practical skills have been demonstrated, the participant may return to complete formal assessment.
Upon successful completion, participants will be issued a
Statement of Attainment for TLILIC0040 – Licence to Operate a Non-Slewing Mobile Crane (greater than 3 tonnes capacity)
by Momentum High Risk Training (RTO No. 46410).
A Candidate Assessment Summary (CAS) will be provided once competency has been achieved.
To obtain a High Risk Work Licence – Non-Slewing Mobile Crane (CN), participants must apply directly to
WorkSafe Queensland
within 60 days of completing assessment.
Competency in this unit does not in itself result in a licence. The High Risk Work Licence (CN) is issued by the regulator in accordance with applicable WHS legislation.
